The conference will mark the release of the 17th annual China Human Capital Report 2025. It will feature distinguished keynote speeches, as well as plenary and parallel sessions on key topics related to human capital and labor markets on December 14. The event will be preceded by an onsite reception on December 13 and followed by a PIAAC/PISA workshop on December 15.

All submissions accepted for presentations will be eligible for submission to a Special Issue
of China Economic Review.
PIAAC/PISA Workshop
This year, the conference will host a special workshop on Monday, December 15, focused on the use of OECD data from the Programme for the International Assessment of Adult Competencies (PIAAC, https://www.oecd.org/en/about/programmes/piaac.html) and the Programme for International Student Assessment (PISA, https://www.oecd.org/en/about/programmes/pisa.html).
Researchers working with these datasets are encouraged to submit their ongoing papers and select “PIAAC/PISA Workshop” as the submission category.
Submissions
We welcome papers on topics dealing with broad areas of human capital and labor markets.
Please submit an extended abstract (400-500 words in English) by October 31, 2025 online at: https://editorialexpress.com/conference/2025CHLR/
All parallel sessions will be held on-site only. Each session consists of paper presentations and discussion, both in English.
Authors working with PIAAC or PISA data should select the “PIAAC/PISA Workshop” submission category. All other papers should be submitted under “General Submission”.
Decision notifications will be announced on a rolling basis. Early submission is encouraged if needed for visa application. All notifications will be announced by November 11.
All papers accepted for presentation must be submitted to the conference by December 1, 2025, so that the discussions will have enough time to prepare comments.
