China Center for Human Capital and Labor Market Research(CHLR) will host the
2nd International Symposium on the China Human Capital Index and Human Capital
Seminar between 9 am and 12 noon on October 15, 2010.
Last year, on
October 10, CHLR launched the China human capital index and successfully held
the international symposium on measurement of human capital for the first time.
Nobel Laureate Professor Kenneth J. Arrow, the finance committee deputy director
of the standing committee of the National People's Congress Professor Qiang He,
andthe founder of the income-based method for measuring human capital Professor
Dale W. Jorgenson at Harvard University attended the meeting and made wonderful
speeches. In addition, many famous scholars and both domestic and foreign
government officials were presented at the meeting.
In this year, the
research team of CHLR update the human capital index on the national level based
on the China Human Capital Report released in 2009, and also initiate a
calculation for the human capital index on the province level (including
Beijing, Liaoning, Jiangsu, Guangdong, Gansu). Now, has been finished and will be released during the
meeting.
The research project, “China Human Capital: Measurement and
Index Construction,” is funded by the National Natural Science Foundation of
China and the Central University of Finance and Economics. The project aims to
establish China’s first scientific and systematic human capital index,
quantitatively describe the distribution of China’s human capital and
developments, provide integrated human capital metrics for empirical research in
related areas. The project is led by Professor Haizheng Li, CHLR Director and
Professor of Economics at Georgia Institute of Technology. The research team
includes Professor Barbara Fraumeni (a pioneer scholar in developing
Jorgenson-Fraumeni method of human capital calculation), other full-time and
special-term professors, graduate students, and administrative staff at the
CHLR.
The conference will apply the small-round-table discussion way. We
sincerely invite scholars and government officials to participate in the
