Abstract: A person's ability to solve problems is considered as one of the most complex and sophisticated aspects of human cognition. This study investigates the formation of a worker's problem-solving skills using two datasets from Germany. We analyze the accumulation of skills at different levels, i.e., general problem-solving skills and complex problem-solving skills. We focus on how learning-by-doing via job tasks contributes to skill development, and construct a series of occupation-level and person-level job task measures to reflect the heterogeneity of learning-by-doing. Results show that both within-occupation and between-occupation variations in job tasks contribute to skill development, and there are heterogeneous imacts from different types of job tasks. We further analyzed the dynamic effects of learning-by-doing via job tasks.
