2009--The First International Symposium on Human Capital and the Labor Market
About the Symposium
      On October 10, 2009, CHLR held its first international symposium on measurement of human and released the first China Human Capital Report-2009. The Principle Investigator for the project, Prof. Haizheng Li presented in detail the methodology of the estimation of human capital stock and the estimation results at the national level for 1985-2007.
      The China Human Capital Report-2009 establishes China’s first systematic and compressive human capital measurement and human capital index, including the stock of human capital of China 1985-2007, by urban-rural and by gender; human capital per capita; and various human capital indices; and the forecast  of China’s human capital stock for 2008-2020.
       The symposium included academic sessions focusing on the measurement of human capital, construction of the human capital index, and the contributions of human capital to economic growth and welfare. 

Participants
       Nobel Laureate Prof. Kenneth J. Arrow, Prof. Ken He (Deputy Director, Finance Committee of the Standing Committee of the National People's Congress), and Prof. Dale W. Jorgenson (the founder of the income-based method for measuring human capital), Harvard University, gave keynote speeches in the plenary session.
      Prof. Guangqian Wang (President of CUFE), Prof. Donggang Zhang (Deputy Director of the Social Science Division, Ministry of Education), Dr. Xianchun Xu (Deputy Commissioner, National Statistics Bureau), Dr. Zhongjie Jia (Director of the Senior Civil Servants Training Center, Ministry of Human Resources and Social Security joined the symposium. Over 800 domestic and foreign scholars, national and international government officials, as well as university students, attended the symposium.


2010--The Second International Symposium on Human Capital and the Labor Market

About the Symposium
       The Second International Symposium on Human Capital and the Labor Market and the release of the China Human Capital Report 2010 was held in Beijing October 15, 2010. The symposium was organized by the CHLR. In the meeting, the China Human Capital Index and Report 2010 was released.
This year’s report updates the human capital estimation at the national level; and for the first time provincial level human capital is estimated.  The 2010 report includes human capital estimation results for Beijing, Liaoning, Jiangsu, Guangdong, and Gansu.

        Dr. Ardo Hansson (Chief Economist, World Bank China Office), Dr. Danling Zhao (Official of Ministry of Education), Prof. Yuetian Li (Deputy Director-General of Ministry of Human Resources and Social Security), and Prof. Guoqiang Long (Director-General, Research Department of Foreign Economic Relations, the State Council Research and Development Center) provided helpful comments on the human capital index Report, as specially invited discussants.
        Prof. Barbara Fraumeni (a pioneer scholar in developing the Jorgenson-Fraumeni method of human capital calculation) chaired the meeting, and Professor Haizheng Li presented new results of Human Capital Report-2011. Additionally, officials from the Ministry of Education, National Development and Reform Commission, the National Bureau of Statistics, the Department of Organization of Beijing, and the Development and Reform Commission of Shanghai, and other agencies, as well as domestic and foreign scholars attended the symposium.


2011--The Third International Symposium on Human Capital and the Labor Market

About the Symposium

      The Third International Symposium on Human Capital and the Labor Market and the release of the China Human Capital Report 2011 was held in the Central University of Finance and Economics (CUFE) on October 28, 2011. The symposium was organized by the CHLR, and it released the China Human Capital Report 2011.
Compared with previous human capital reports, the 2011 Report includes significant improvements in calculations methods, addresses the problem of missing data at the provincial level, and also adds new micro survey data. The Report updates the national human capital estimates to 1985-2009 and expands the coverage of provincial estimates to 12 provinces (Beijing, Shanghai, Gansu, Guangdong, Jiangsu, Liaoning, Anhui, Shandong, Guizhou, Hubei, Hunan, and Henan). In addition, the Report discusses human capital across provinces and their trends and patterns.

       Specially invited discussants and commentators, Desheng Lai (Dean, Beijing Normal University), Yang Du (Fellow, Institute of Labor and Population Economics, Chinese Academy of Social Sciences), Zhaoming Gui (Professor, Wuhan Institute of Technology), Yongzhi Liu (Director, China Association of International Exchange of Personnel), Philip O'Keefe (Lead Economist, World Bank) gave in-depth discussions of this year’s Report.
        Mr. Fengyun Lei (Deputy Director, State Administration of Foreign Experts Affairs), Prof. Barbara Fraumeni (a pioneer scholar in developing the Jorgenson-Fraumeni method of human capital calculation), Prof. Yijun Li (Deputy Director, Division of Management Science, National Natural Science Foundation of China), Junshen Li (Vice President, Central University of Finance and Economics), as well as other domestic and foreign scholars also attended the symposium.


2012--The Fourth International Symposium on Human Capital and the Labor Market

About the symposium

        The Fourth International Symposium on Human Capital and the Labor Market celebrating release of the China Human Capital Report 2012, organized by the CHLR was held in CUFE on December 14, 2012. The China human capital report 2012 was released.
        The new report uses updated provincial statistical data and computes human capital for five new provinces (Tianjin, Heilongjiang, Zhejiang, Guangxi and Shaanxi) in 1985-2009. The corresponding panel data of gross measures of human capital for 17 provinces was constructed. Various data of human capital were released online at the Center’s website to promote sharing of research data.

Participants
       Prof. Barbara Fraumeni (University of Southern Maine, one of the founders of the Jorgenson-Fraumeni method of human capital calculation) chaired the plenary session. The new human capital report was presented by Prof. Haizheng Li.
As specially invited discussants and commentators, Prof. Weiping Li (the chief research fellow from the Chinese Academy of Personnel Science), Prof. Dennis Tao Yang (University of Virginia), and Prof. Yansui Yang (Tsinghua University), gave insightful comments on the Report.
In the afternoon, the conference organized three academic parallel sessions. Scholars from China and other countries discussed ongoing researches related to broad issues of human capital and the labor market.  Prof. Rachel Connelly (Bowdoin College), Prof. Zhenhui Xu (Georgia University and College), and Prof. Dennis Tao Yang chaired the academic sessions. Prof. Lifen Zhao (Vice President of CUFE) attended the symposium.

 

2013--The Fifth International Symposium on Human Capital and Labor Markets

About the symposium

     The Fifth International Symposium on Human Capital and Labor Markets celebrating release of the China Human Capital Report 2013, organized by the CHLR was held in CUFE on December 15, 2013. The China human capital report 2013 was released. Updated national and provincial human capital using newly released 2010 census data. Estimated human capital for 5 new provinces in 1985-2010: Hainan, Jiangxi, Jilin, Sichuan, Chongqing. The corresponding panel data of gross measures of human capital for 22 provinces was constructed. Estimated and reported national and provincial physical capital stock. Estimated and reported cross-provincial living cost.

        Prof. Barbara Fraumeni (University of Southern Maine, one of the founders of the Jorgenson-Fraumeni method of human capital calculation) chaired the plenary session.The new human capital report was presented by Prof. Haizheng Li.As special invited keynote speakers, Prof. Zhenghua Jiang (former vice chairman of the National People's Congress), Prof. Mark R. Rosenzweig (Frank Altschul Professor of Economics, Yale University) gave keynote speeches. Dr Vincent Perrin (OECD Beijing Representative), Prof. Belton M. Fleisher (Editor of China Economic Review & Ohio State University & CHLR), Prof. GuangqianWang (president, CUFE), Prof. JunshengLi (Vice President of CUFE), Prof. Lifen Zhao (Vice President of CUFE) also attended the symposium. In the afternoon, the conference organized ten academic sessions. Scholars from China and other countries discussed ongoing research related to broad issues of human capital and labor markets.

 

2014--The Sixth International Symposium on Human Capital and Labor Markets

About the symposium

       The Fifth International Symposium on Human Capital and Labor Markets celebrating release of the China Human Capital Report 2014, organized by the CHLR was held in CUFE on October 31, 2014. The China human capital report 2014 was released. Estimated human capital for 9 new provinces in 1985-2010: Shanxi, Qinghai, Inner Mongolia, Xinjiang, Tibet, Yunnan, Fujian, Hebei, Ningxia, Hong Kong and Taiwan. Recalculating human capital for Hainan province. Estimated and reported national and provincial physical capital stock. Estimated and reported cross-provincial living cost.

The new human capital report was presented by Haizheng Li (Professor, Georgia Institute of Technology & CHLR), Barbara Fraumeni (Professor, University of Southern Maine & CHLR, one of the founders of the Jorgenson-Fraumeni method of human capital calculation) and Carsten A. Holz (Professor, Hong Kong University of Science and Technology & CHLR). Specially invited discussants and commentators,Shujie Han (Editorial Director,Journal of Human Resource Development of China), Martina Lubyova (Director, Institute for Forecasting, Slovak Academy of Sciences), Peter F. Orazem (Professor, Iowa State University) and Jeffrey S. Zax (Professor, University of Colorado at Boulder)gave in-depth discussions on this year’s Report. Prof. Junsheng Li (Vice President of CUFE) also attended


2015--The Seventh International Symposium on Human Capital and Labor Markets

About the symposium

The  seventh International Symposium on Human Capital and Labor Markets celebrating release of the China Human Capital Report 2015, organized by the CHLR was held in CUFE on December 12, 2015. The China human capital report 2015 was released. Human capital calculation for all provinces, autonomous regions, municipalities and special administrative regions (excluding Macao) were extended to  1985-2012. There were some revisions and improvements in the 2015 Report, including updating the data for enrollment categorized by region and gender to 1985-2012, and adding China Family Panel Studies (CFPS2011) to estimate Mincer parameters. The China Human Capital Report 2015 also reported the average age of labor force, average education level and  the proportion of population with high-school education.  The news of establishing CPS (Complex Problem Solving) Test Lab in China by the CHLR was released during the symposium.

2016--The Eighth International Symposium on Human Capital and Labor Markets

About the symposium

The eighth International Symposium on Human Capital and Labor Markets celebrating release of the China Human Capital Report 2016, organized by the CHLR was held in CUFE on December 10, 2016. The China human capital report 2016 was released. Human capital calculation for all provinces, autonomous regions, municipalities and special administrative regions (excluding Macao) has been extended to 1985-2014. There were some revisions and improvements in the 2016 Report, including updating the data on school enrollment by region and gender based on new data sources for  1985-2014, and estimating both national and provincial physical capital stock for  1985-. The China Human Capital Report 2016 also unified the population estimation method at the national and province level, and it included data on re-calculated national human capital.

2017--The Ninth International Symposium on Human Capital and Labor Markets

About the symposium

The ninth International Symposium on Human Capital and Labor Markets celebrating release of the China Human Capital Report 2017, organized by the CHLR was held in CUFE on December 9, 2017.  The China human capital report  2017 was released. Human capital calculation for all provinces, autonomous regions, municipalities and special administrative regions (excluding Macao) were extended to  1985-2015. There were some revisions and improvements in the 2017 Report, including updated population of 2015 for some provinces based on new information, adding CHIP 2013 and CFPS 2014 data in estimating the Mincer equations, and adjusting the method in imputing the coefficients for the experience variable in the Mincer equations. The China Human Capital Report 2017 also improved with a unified imputation method for 1982 and 1987 census data using new information.

2018--The Tenth International Symposium on Human Capital and Labor Markets

About the symposium

The tenth International Symposium on Human Capital and Labor Markets celebrating release of the China Human Capital Report 2018, organized by the CHLR was held in CUFE on December 8-9, 2018. The China Human Capital Report 2018 was released. Human capital calculations for all provinces, autonomous regions, municipalities and special administrative regions (excluding Macao) were  extended to  1985-2016.  There revisions and improvements in the  2018  Report included updated 2015  1% Demographic Sampling Survey data for 20 provinces, adding adult education enrollment into the total enrollment, adding new survey data CFPS 2016 in estimating the Mincer equations, and improving sample selection of the CHNS survey data. The China Human Capital Report 2018 also updated the national employment rate data of 2015 and updated that data for Taiwan from 1985 to 2016.

Zhuo (Adam) Chen (Associate Professor, University of Georgia; Li Dak Sum Chair Professor in Health Economics and Co-Director, Centre for Health Economics, University of Nottingham Ningbo China) and Gordon Liu, (PhD., MOH Yangtze River Scholar in Economics, PKU BOYA Professor) presented their discussions of the human capital report.  Benjamin F.  Jones  (Gordon and Llura Gund  Family Professor  of Entrepreneurship,  Professor of Strategy,  and the faculty director of the Kellogg Innovation and Entrepreneurship Initiative) presented a keynote speech.


2019--The Eleventh International Symposium on Human Capital and Labor Markets

About the symposium

The  Eleventh International Symposium on Human Capital and Labor Markets celebrating release of the China Human Capital Report 2019, organized by the CHLR was held in CUFE on December  13- 14,  2019.  The China Human Capital Report  2019  was released.  Human capital calculations for all provinces,  autonomous regions,  municipalities and special  administrative regions (excluding Macao) were extended to 1985-2017. There revisions and improvements in the 2019  Report included updated  2015  1%  Demographic Sampling Survey data,  adding  general secondary professional education data and adult secondary professional education data into the high school enrollment, calculating labor-force human capital by including or not including students, revising the method for calculating enrollment age distribution from 6 age groups to 3 age groups, adding new survey data CLDS 2014 in estimating the Mincer equations, and updating the CHNS 2015 and CFPS 2016 survey data. The center will cooperate with Jinan Human Capital Industry Research Institute to conduct human capital pricing research.

2020--The Twelfth International Symposium on Human Capital and Labor Markets

About the symposium

The  Twelfth International Symposium on Human Capital and Labor Markets celebrating release of the China Human Capital Report 2020, organized by the CHLR was held in CUFE on December  4-5,  2020.  The China Human Capital Report  2020  was released.  Human capital calculations for all provinces,  autonomous regions,  municipalities and special  administrative regions (excluding Macao) were extended to 1985-2018. There revisions and improvements in the 2020 Report included updated human capital calculations for all provinces especially for the areas of Hong Kong and Taiwan. It also updated the physical capital on the national and provincial level.
